Yes, this is a common upgrade. After removing the carpet, new hardwood treads are installed.

Do you replace balusters without redoing the whole staircase?

Yes, individual or partial baluster replacement can be a quick, self-contained job that doesn't require touching the rest of the staircase. Much of this depends on the design of your staircase and can be determined with a walk-through.
